Medical Contracts: In the early 1990's, Winston was involved in developing the first official medical contracts for the Federal Bureau of Prisons (FBOP). These contracting models were used to train contracting staff across the agency on how to establish and administer these new contracts. The models were referred to as Physician, Hospital, and Comprehensive Medical contracts. Throughout the years documents were refined with each succession of contracts, producing more effective documents which yielded more competitive results. In the late 1990's, the bidding structure was modified to require providers to bid from the “Benchmarked Medicare Rates” which capped the fees on services. This saved the FBOP a significant amount of funds and enabled contracting staff to evaluate bids more efficiently. The General Accounting Office (GAO) conducted a study in 2001 and determined these procedures were outstanding, and saved the agency millions of dollars each year. In 2004, Winston and his staff established a specialized medical section for the FBOP which continues to serve as the preferred model for medical contracting.

Utility Contracts: As Chief of the Field Acquisition Office for the FBOP, Winston implemented a Five-Step National Program in 2002 that established new utility contracts, monitor existing contracts, combined requirements and shared resources with the General Services Administration and the Department of Energy. His team utilized reverse auction procedures to bid aggregated requirements whenever possible, and explored energy saving opportunities to implement efficient programs for the agency. In 2006, the Field Acquisition Office had fully addressed all utility requirements and had a contract compliance rate in high 90s which was a significant improvement from previous audits. This saved the FBOP over $25 million per year. To date the program is thriving, gaining synergy, and moving proactively into the future which will help ensure the FBOP stays cost-efficient in meeting its mandated energy reduction goals.
